Emergency lighting, what KSA Civil Defense actually inspects

When the power fails in a Saudi mall, hospital, or office tower, the emergency lighting has 0.5 seconds to come on, 3 hours to stay on, and must deliver ≥ 1 lux on the escape-route centre line. Civil Defense audits all of it.

Spaces > 60 m² that are not on a defined route. Prevents panic during evacuation. Different design rule than route lux.

What commissioning teams actually look at

Five practical realities of emergency lighting that show up in audits.

Self-contained vs central battery.

Self-contained: a small NiMH or LiFePO4 battery inside each fixture. Easy install, expensive maintenance. Central battery system (CBS): one large bank in an MV room feeds dedicated emergency circuits. Cheaper to maintain at scale, harder to install. Above ~200 fixtures, CBS wins. (See episode 31.)

Self-testing is now mandatory by spec.

Modern KSA Civil Defense interpretation requires self-test LED indicators on every emergency fixture: green = OK, amber = battery service, red = failed. Manual-test fixtures (those needing a key switch) are being phased out of new commercial builds.

DALI emergency reporting integrates self-test.

DALI Type 1 emergency fixtures auto-report state to the BAS. A facility manager sees a dashboard of every emergency luminaire's battery health, last test date, and pass/fail. Replaces the clipboard-and-key annual round.

Photoluminescent exits supplement, don't replace.

Glow-in-the-dark stair markings (ISO 16069) help in dense smoke. They are not a substitute for electrical emergency lighting, code requires both in high-rise stairwells and large assembly spaces.

Annual duration test fries weak batteries.

EN 50172 requires an annual full-duration test (60 or 180 min). NiMH or sealed-lead batteries that have aged past their rating reveal themselves here, they drop voltage early and trip the test. Plan replacement cycles ahead of the test, not after a failure.
