Bad lighting design = one fixture in the centre at full power. Good lighting design layers three independently-controlled systems: ambient (background), task (focused on work), and accent (drawing attention). The 3-layer model is the foundation of every IES, CIBSE, and DIALux-trained designer's workflow.
Four ideas to carry into the next specification conversation you have.
Soft, uniform, fills the room. 100-300 lux typical. Provides the 'feels lit' baseline. Usually overhead, often dimmable for atmosphere.
300-1000 lux at the point of use. Reading lamp, desk light, kitchen counter. Independently controlled, often adjustable position.
3:1 to 10:1 brighter than ambient. Picks out art, architecture, hero products. Creates emotional response and wayfinding cues.
If all three are on one circuit, you have no design, only on/off. Tunable controls (DALI, KNX) let the same room read as 'task-focused' or 'romantic' or 'cleaning-mode'.

How to apply the framework to any project, five practical rules.
What will people do here? Read? Eat? Relax? Each activity defines the task layer. Build ambient + accent around it.
Decide how many independently-controlled groups you need (usually 3-5). Then assign each fixture to a circuit. Wrong way: pick fixtures, then try to circuit them.
Accent / ambient ratio of 3:1 to 5:1 creates interest. 10:1 creates drama. Above 10:1 starts to feel uncomfortable except in galleries and retail showcases.
Late-night kitchen visit doesn't need 500 lux. Provide a 'night' scene at 5-10% of full. Health and energy benefit.
Windows deliver thousands of lux for free. Your design must dim ambient automatically when daylight is sufficient (daylight harvesting via DALI-2 / KNX sensors).
