Commissioning ≠ Energisation, the gap that hides on every project

Energising = applying voltage. Commissioning = verifying every function, alarm, sequence, and integration works as designed. Most Saudi projects skip half of commissioning to hit handover dates. The FM team pays for it for the next 20 years.

Energising = power flowing. That's it.

Voltage applied to a panel. Indicators light up. Doesn't prove anything functional. Takes 5 minutes.

Commissioning = system verification.

Every alarm tested. Every interlock proven. Every sequence executed. Every integration verified. Takes weeks for a commercial building.

Pre-commissioning is its own phase.

After SAT, before live commissioning. Settings programmed, scenes uploaded, addresses assigned. Done de-energised or on dummy loads.

Soft commissioning beats big-bang.

Energise zone-by-zone, commission one floor at a time. Catches problems early. Big-bang means discovering 200 issues simultaneously at handover.

Why commissioning gets short-changed

Five reasons projects ship 'energised but not commissioned'.

Schedule pressure compresses commissioning.

When civil and MEP overrun, commissioning is the only flexible phase left. The 6 weeks shrink to 2. The FM team inherits a half-tested building and discovers issues over the next 18 months, every one of them a Saudi facility manager's headache.

Cx authority not appointed early.

A Commissioning Authority (CxA) hired after design freeze can't fix design errors. Modern Saudi spec mandates CxA appointment at schematic design, they catch issues when fixing them is cheap.

BAS integration left until the last week.

BAS integration between lighting, HVAC, fire alarm, and security touches every contractor. If left until week minus-2, no one has time to fix the cross-system issues. Plan integration test 4 weeks before handover.

Functional test sheets generic, not project-specific.

A boilerplate 'Functional Test 01: lights work' is useless. Real FT: 'Zone 14 daylight sensor triggers dim from 100% to 30% when outdoor lux > 8,000, within 60 sec, verified by handheld lux meter'. Numbers, locations, expected behaviour, pass/fail.

Soft handover (training + manuals) skipped.

The FM team can't operate what they don't understand. Manuals get printed but not read. Training gets scheduled but not run. Saudi premium projects (NEOM, RSG) now require 40 hours of FM training as a SCC line item. Make it a deliverable.
